Easiest ways to get Australian PR

If you’re thinking of applying for a permanent resident visa in Australia in 2022, you might be wondering which route is the easiest. Well, it depends on a number of factors. Each of Australia’s migration programs have their own set of qualifying criteria, terms, and selection criteria.

Points-based system 

The eligibility of immigration applications in Australia is determined using a points-based system. To be considered, you must first have the required eligibility points, which is a score of 65 or higher on a scale of 100. The scoring criteria are listed in the table below:

Migration planning levels

The government sets the migration planning levels for every year and fixes a certain number of places under each migration program. Here is a table with details of places allotted to each migration program in 2021-2022:

The Skilled Stream category which has a total of 79,600 immigration spots, will receive the most places, according to the Australian government’s immigration plan. Because the Skilled Migration stream has the most openings, it should be your first choice when applying for a PR visa. If you match the eligibility conditions and score the required points, you will have a higher chance in this stream and it could be easy to get your PR visa. The skilled migration program is a points-based system that is the most popular among potential migrants.

To be eligible for a visa under this program, you must meet the fundamental requirements for the Skilled category, which include:

  • Have experience in a nominated occupation on Australia’s Skilled Occupations List
  • Get a skill assessment report by a designated authority for that occupation
  • Submit an Expression of Interest
  • Be under 45 years
  • Meet general Skilled Migration basic requirements
  • Score at least 65 on the points test
  • Meet health and character requirements

Once you receive an invitation to apply for this visa, you must do so within 60 days.

Moving to Australia under any of these visas under the Skilled migration program will lead to permanent residency in Australia after a few years of stay.

The three important visas under this stream include:

Skilled Independent visa (Subclass 189): You can apply for this visa by invitation only. To be eligible, you should have Experience in a nominated occupation on Australia’s Skilled Occupations List.

Skilled Nominated visa (subclass 190): If you are nominated by an Australian state or territory, you are eligible for this visa. This visa offers the same advantages as the Skilled Independent visa (Subclass 189).

Skilled Work Regional (Provisional) Subclass 491 Visa: With this visa skilled professionals and their families must live, work, and study in specified regional zones for five years.

If you are opting to apply for your PR visa under the Skilled Migration program, choose an option that is best suited to your qualifications. Consider how far you can meet the eligibility requirements and choose your option for a successful outcome.

Employer Sponsored Migration

Considering the 30,000 places available under the Employer Sponsored Migration program, it could be your best bet to try for a PR visa. The program aims at filling skill shortages in the Australian Labour Market by matching the vacancies to those migrants who have the requisite skills and experience.

Other immigration programs to consider:

Family sponsorship program: If you have a family member who is a Permanent Resident or a citizen of Australia, you can move to Australia under this program. If your spouse, parent, sibling, or other close relative is willing to sponsor your PR visa, you can choose this option.

 Distinguished Talent visa: People who have made substantial contributions to the arts, sports, research, or academic areas through their work are eligible for the Distinguished Talent visa. Subclass 858 and Subclass 124 are the two subclasses of the visa.

Eligibility conditions

  • You must have a track record of remarkable success in any career, art, sport, research sector, or academia, as well as international recognition.
  • Your contribution, which might be economic, social, cultural, or other, should help the Australian community or contribute to the country.
  • You must show that you are capable of establishing yourself in Australia or that you can obtain work in your field in Australia. However, income from a source outside your field will not be considered even if it is part of your overall income.
  • You must have the qualifications or awards from internationally recognized institutions and provide evidence that you are still prominent in your field.
  • You must have skills in functional English.
  • You must meet the health and character requirements.

Global talent program: The Global Talent program permits highly qualified and talented individuals from all around the world to work and live in Australia on a permanent basis.

GTI was founded with the goal of bringing skilled migrants working in future oriented fields to Australia. Permanent visa applications from highly skilled migrants working in specific industries would be handled first under this scheme. There are 15,000 places for this program in the migration plans for 2021-22.

Eligibility requirements

  • Applicants must be highly qualified in their field and be able to find work in Australia without difficulty.
  • Applicants must show that they have received international recognition for their accomplishments and that, if chosen through GTI, they would use their skills to benefit Australia.
  • Applicants must have a track record of significant professional accomplishments, including patents, international publications, articles, and professional awards, as well as experience in senior management.
  • This program does not require applicants to have a job offer.

Employer sponsored migration: Given the 22,000 spots available under the Employer Sponsored Migration program, applying for a PR visa may be your best option. The program attempts to fill skill shortages in the Australian labour market by matching job openings to migrants with the necessary qualifications and experience.

Canada plans to hold targeted express entry draws in early 2023

It is great news for the Express Entry candidates as Immigrants, Refugees and Citizens Canada (IRCC) has announced to hold an Express Entry draw in the early of 2023 for the same. The IRCC is planning to hold a draw for the candidates from the Express Entry system based on the needs of the labour market. Approach Emigrantz, to get required preparation for this target Express Entry draw.

It is also expected that the IRCC is planning to discuss with the different sector stakeholders to create new categories as per the Canadian legislation followed by various technical implementations. The recently passed Bill C-19 announced by the Canadian immigration minister also indicates the draw for the Express Entry candidates that meet various economical needs. IRCC is also planning to invite the candidates depending on their language, occupation, or educational qualification instead of their Comprehensive Ranking Score (CRS).

Why would Express Entry change?

Sean Fraser, the minister of immigration, stated that without the modifications, the Express Entry system does not allow IRCC to alter Invite to Apply (ITAs) to fit in-demand skills or certificates.

“The Express Entry system as it exists today is probable to bring in more people that might not be exactly suited to the needs of the Canadian economy if you’re in a situation in which you have an enormous amount of implementations that are all in one specific industry, and that sector doesn’t have high needs in Canada,” Fraser said.

As we witnessed throughout the pandemic, IRCC proved that it is free to invite as many applicants as it likes for any programme. One notable instance occurred on February 13, 2021, when Canada extended invites to all Canadian Experience Class (CEC) applicants in the pool, totalling more than 27,000 people. Due to COVID-19 travel limits, IRCC was able to alter its tactics according to the legislation in effect at the time and invite individuals for Express Entry based on which programme they qualified for. This was first done to target Express Entry candidates who qualified for one of two programmes: the CEC because they were likely already in Canada and thus were exempt from travel limitations, or candidates who had a nomination from a nominating organization.

Hence, alteration in Express Entry can potentially increase the immigration rate in Canada by satisfying its labour market needs.

In the meantime, the invitation for the all-program draw is happening continuously and has its first draw on July 20 by inviting 1,500 candidates with a score of 557.

Who will be targeted in these Express Entry draws?

It is not known exactly which types of candidates will be targeted in these new Express Entry draws. However, Canada’s immigration minister will have new powers to invite candidates based on factors including occupation, language ability, or educational background. This may be done in combination with a candidate’s Comprehensive Ranking System (CRS) score.

Let’s look at a few hypothetical ways in which the new targeted Express Entry draws could be used:

Targeted Express Entry draws based on occupation

Even before the COVID-19 pandemic, Canada was experiencing a shortage in nurses. Pandemic pressures have only made things worse.

“Canadians can’t get their surgeries, can’t get their specialized treatments, we have ERs closing across the country and the big reason is that we don’t have enough for nurses,” said Linda Silas, president of the Canadian Federation of Nurses Union (CFNU), in an interview with CTV News this week.

Registered nurses have not been in the Top 15 occupations invited through Express Entry in any of the past three years for which data is available.

Using the new targeted Express Entry draw system, Canada could choose to invite nurses from the Express Entry pool by using a draw that targets candidates with experience in National Occupational Classification (NOC) Code 3012 (Registered Nurses).

Notably, this is just one hypothetical example of how the new targeted Express Entry draws could target certain occupations. These draws could target other in-demand occupations. According to Statistics Canada, there are five primary sectors driving Canada’s total job vacancies: construction, manufacturing, retail trade, healthcare & social assistance, and accommodation and food services.

Targeted Express Entry draws based on educational background

Targeting candidates based on certain educational backgrounds offers a similar opportunity as targeting based on occupation. In this case, the Government of Canada may choose to target candidates who have completed certain types of educational credentials.

As COVID-19 travel restrictions ease, air travel is picking up in Canada and around the world. In Canada, this has exposed a shortage of aircraft mechanics (NOC 7315). These are the workers who maintain and repair aircraft—a crucial occupation to keep air travel running smoothly.

As aircraft mechanics are a skilled trade requiring a license to practice in Canada, these positions can be hard to fill. In order to become an aircraft mechanic in Canada, workers must go through an official licensing process which includes a compulsory educational component.

In order to address the shortage of aircraft mechanics, IRCC could target Express Entry candidates who indicate they have obtained their license to practice as an aircraft mechanic in Canada, which includes the requisite education component.

Again, this is one example of a method through which targeted Express Entry draws could target a range of different types of educational credentials in different occupations and industries.

Targeted Express Entry draws based on language abilities

Any candidate in the Express Entry pool knows that high language test scores are already a crucial component of a competitive Comprehensive Ranking System (CRS) score. However, targeting candidates based on language abilities would allow Canada to address one major challenge in its immigration strategy: attracting French-speaking immigrants to regions outside Quebec.

In Canada’s Francophone Immigration Strategy, the government officially adopts a “target of 4.4% of immigrants outside Quebec to be French-speaking by 2023.” As of 2019, French-speaking immigrant admissions represented only 2.8% of all immigrants admitted to Canada outside Quebec.

In 2020, approximately 7,000 French-speaking Express Entry candidates were invited through Express Entry, totally 7% of total invitations. While this is above Canada’s target of 4.4% of immigrants outside Quebec to be French-speaking by 2023, only about one-quarter of Canada’s total immigrant admissions come through Express Entry.

It is feasible that Canada’s immigration department could use targeted Express Entry draws in order to meet the government’s objectives for increasing the number of French-speakers. This could easily be accomplished by inviting Express Entry candidates who have submitted official French language test results reaching a certain score.

How can Express Entry candidates prepare for the new targeted draws?

As it’s not yet known exactly who these new Express Entry draws will target, it may seem challenging to prepare for their introduction. However, we have a few suggestions for steps you can take to prepare for what may come:

  • Follow the latest Express Entry news coverage One of the best ways to prepare is to ensure that you are getting Express Entry news and updates when they happen. This way you have the information you need to make timely and informed decisions about your immigration process.
  • Optimize your Express Entry profile and CRS score

Is your Express Entry profile already the best it can be? Or, could you increase your CRS score by re-taking a language test? Maybe you speak French, but you haven’t bothered to add it to your profile? Or perhaps you didn’t bother adding all your work experience from the past 10 years to your profile?

Now is a good time to ensure that you’ve optimized your Express Entry profile as best you can. Imagine if Canada conducts a targeted draw for French-speakers and you speak French, but you never took a language test. Planning ahead now can ensure you maximize your chances later.

What is the CELPIP Test for Canadian Immigration?

CELPIP stands for the Canadian English Language Proficiency Index Program and is an English test that allows test takers to demonstrate their ability to function in English. The CELPIP Test has been designated by Immigration, Refugees and Citizenship Canada (IRCC) for use by individuals who are applying for permanent resident status and citizenship in Canada.

What to Expect

The CELPIP Test is completely computer-delivered at our partner test centres, takes about 3 hours to complete, and is done in one sitting. The test is divided into 4 components: Listening, Reading, Writing, and Speaking.

Unlike other English proficiency tests, the CELPIP Test does not involve talking to a person for the speaking component. Instead, you will reply to on-screen prompts for the speaking portion of the test.

Because the test is completed on a computer, your test results will be delivered within 4 to 5 days of your test date, and your results are delivered to you online.

How to Prepare

  • Free Sample Test: Available on the CELPIP website, the free sample test includes sample test questions and answers to help test takers understand what to expect on each component of the CELPIP Test.
  • Free Practice Test: Available for free when test takers register for a CELPIP Account, this is a complete practice test, covering each component of the CELPIP Test, including detailed answer keys for each section.

In addition to this, CELPIP experts have put together the following strategies to ensure that you meet your CELPIP goals:

1. Practice using a computer

The CELPIP Test is fully computer delivered, so ensure that you are comfortable with a mouse and keyboard. Practicing with CELPIP’s free online sample test and free online practice test are good ways to familiarize yourself with this format.

2. Remember that CELPIP is a test of general English proficiency

CELPIP assesses your ability to use English in everyday situations. It’s not a test of business English or academic English. One of the best ways to prepare is just to get out and use English as much as possible in your daily life.

3. Use a wide range of vocabulary and grammatical structures

Try to show the range of your vocabulary in your writing and speaking. Avoid using the same words over and over again. You don’t need to memorize the dictionary—just use words that would be natural in daily life. Remember to use varied grammatical structures and construct sentences that differ in length and complexity.

4. Manage your time

The CELPIP Test is fully computer-delivered, and you will see a timer on each screen, telling you how much time you’ve got left for that section. Keeping an eye on these timers can help you gauge how to pace yourself throughout the test.

5. Check your work

If you have any time left over while completing the Reading, Listening, or Writing components of the test, make sure to read over your answers and make sure that you have attempted to answer all questions as well as you can. In particular, try to spend a few minutes reviewing your writing, ensuring that you have no typos that could impact the clarity of your response.

6. Speak clearly and at a natural pace

Speak clearly into the microphone, which should be close to your lips but without touching them. It’s natural to speak quickly when you’re nervous—try to slow down and speak at a normal pace.

7. Don’t worry about your accent

Our raters are trained to disregard accents. Unless your accent prevents you from being understood, do not focus on it. Instead, concentrate on using good grammar, accurate and varied vocabulary, and providing complete answers.

8. Take notes

While taking the CELPIP Test, you will be provided with notepaper and a pen. You may use these to take notes during any point in the test, though you may find it especially useful to outline some ideas for your Speaking or Writing responses. It’s also a good idea to take notes about main ideas and specific details during the Listening Test.

9. Focus on what you know

You may come across some difficult words in a Reading or Listening passage. Don’t get stuck worrying about words you don’t understand. Focus on general meaning and the parts of the passage that you do understand. Entrepreneur Work Visa New Zealand

This visa is for people who want to work in their own business in New Zealand. To apply, you’ll need to provide a detailed business plan, have at least NZ $100,000 to invest in your business and be able to claim 120 points on new zealand points scale. If you’re granted this visa, you can buy or set up a business without living here permanently, or as a first step towards New Zealand residence.

With this visa you can

  • Come to New Zealand to buy or set up your own business.
  • Work in your own business in New Zealand for up to 3 years in total.
  • Include your partner, and dependent children aged 19 and under, in your visa application.

Things to note

  • You can stay 12 months in the start-up stage of your visa, then another 24 months once you’ve shown us that you’ve set-up your business
  • If your business is in the science or ICT sectors, shows a high level of innovation or export potential, we may consider waiving the NZD $100,000 capital investment requirement.
  • We won’t be able to grant you an Entrepreneur Work Visa if you’ve been made bankrupt or been involved in a business failure in the last 5 years.
  • If you’ve been involved in any kind of business fraud or financial wrongdoing, we won’t be able to grant you a visa.

Investment capital

Applicants must have a minimum of NZ $100,000 available to invest in their business. These funds must be solely owned by the applicant and/or their partner or spouse. Applicants cannot use borrowed or loaned funds to meet this requirement.

The investment capital requirement can be waived at the discretion of New Zealand’s Bushiness Migration Branch. Only business in computing, science, and some high-value export industries can be considered for a waiver.

Business plan

Applicants must provide a relevant and up to date business plan, which must be specifically tailored to the business they want to establish or buy. The business plan must demonstrate that:

  • They have the required investment capital and maintenance funds for the applicant and any family members joining them in New Zealand
  • The applicant has sufficient and appropriate business experience
  • Sufficient market and business research has been done
  • The plan’s financial forecasts are realistic
  • The applicant has any relevant professional registration required for their business in New Zealand
  • The applicant has not been declared bankrupt, or been involved in a business failure such as insolvency, in the last 5 years
  • The applicant has no record of business-related fraud or impropriety
  • The business is likely to be a high growth enterprise that will benefit New Zealand by providing jobs, growth, and/or export opportunities

Additionally, business plans relating to the purchase of an existing business must:

  • Include the purchase price of the existing business, and evidence of the business’s past performance and financial potential, such as financial records or an independent financial evaluation
  • Information the business’s current employees, such as employment agreements, and wage and tax records

Start-Up and Balance stages

The Entrepreneur Work visa is initially issued for a Start-Up stage of 12 months, which allows applicants to buy or establish their business. Once applicants have taken the necessary steps towards buying or establishing their business they can move on to the Balance stage of their visa, which grants another 24 months – adding up to a total of 3 years.

In order to move from the Start-Up stage to the Balance stage applicants must demonstrate that they have taken the necessary steps towards buying or establishing their business, such as:

  • Transferring their business-related capital to New Zealand
  • Providing documents relating to the business’s establishment, purchase, and running, such as:
    • A certificate of Incorporation
    • Purchase or rental documents for the business site
    • Invoices for business materials and equipment
    • Employment agreements and pay slips

Residence

After a set period Entrepreneur Work visa holders can apply for permanent residence under the Entrepreneur Residence scheme. This option becomes available after either 6 months or 2 years:

  • 2 years: Applicants who have successfully established or purchased their business in New Zealand and have been employed by the business for a minimum of 2 years may then apply residence.
  • 6 months: Applicants who invest at least NZ $500,000 in their business and employ a minimum of 3 native New Zealanders on a full time basis can apply for residence after just 6 months.

The PNP is designed to spread the benefits of immigration throughout Canada.

The Provincial Nominee Program (PNP) started in 1998 as a way for the federal and provincial governments to spread the benefits of immigration throughout Canada. Provinces can hand-pick candidates whom they feel will support their economic growth and recommend that Immigration Refugees and Citizenship Canada (IRCC) offer them permanent resident status.

There are over 80 PNP streams aimed at attracting workers, graduates, and entrepreneurs. Each province and territory, except for Nunavut and Quebec (which operates its own economic-class programs), offers the PNP. Each program is based on the different labour force needs of the province.

Why does Canada need provincial nomination?

Immigration in Canada is the shared responsibility of the federal and provincial governments. However, throughout most of Canada’s history, the provinces did not have much influence. This resulted in newcomers to Canada mostly settling in Ontario, British Columbia, and Quebec.

The benefits of immigration were lacking in rural Canada, the prairie provinces, and Atlantic Canada. The PNP was introduced to give jurisdictions across Canada a tool to attract and retain more newcomers. It has proven to be successful and is Canada’s leading economic class pathway in 2022 and 2023.

How does it work?

Base PNP stream nomination

There are two ways to get permanent residence through a PNP. The first is through what is known as a base PNP stream. This is when a candidate applies directly to a PNP stream.

The province will evaluate the application to ensure all the eligibility criteria for the PNP stream is met and, if so, will then issue a letter of nomination to the candidate. From here, the candidate must apply to IRCC for permanent residence. Currently, candidates who choose a base PNP for immigrating to Canada can expect the permanent residence application process to take an average of 27 months, according to IRCC.

Enhanced PNP stream nomination

The second way to get permanent residence through a PNP is through an enhanced nomination. Enhanced PNP streams are aligned with the federal Express Entry application management system.

Candidates who are eligible for an Express Entry program, such as the Federal Skilled Workers Program (FSWP), The Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC), can increase their likelihood of an Invitation to Apply (ITA) by obtaining provincial nomination.

When a candidate creates their online Express Entry profile, provincial governments can view it and decide if a candidate would be a good fit for the province. Express Entry candidates are also able to indicate in their profile if there is a specific province they would like to settle in. This can result in a province issuing a notification of interest to a candidate, meaning that the candidate is invited to apply for provincial nomination.

If a candidate accepts, they then submit an application to the province. If they meet all the program criteria, they receive a letter of nomination and automatically receive 600 points in the Comprehensive Ranking System (CRS). This all but guarantees an ITA from IRCC and increases the chances of permanent residency. The processing standard for Express Entry applications is six months.

The benefits of the PNP

Canada’s over 80 PNP streams offer candidates more choices than ever to gain permanent residence. Eligibility criteria is broad and there are many options available catering to candidates with diverse human capital characteristics such as age, education, language skills, or work experience. Research also shows the PNP helps to promote the economic establishment of newcomers.

The PNPs has proven to be a successful method of attracting skilled workers to provinces that historically do not have large immigrant populations, such as the prairies and Atlantic provinces. By offering dedicated provincial pathways, like the recently announced program for healthcare workers in Saskatchewan, provinces are able to fill gaps in the workforce while offering skilled careers to newcomers.

In larger provinces such as Alberta, Ontario, and British Columbia where immigration levels are already high, PNPs help target specific provincial labour market needs in industries such as technology and healthcare.

Processing Times for Provincial Nominee Programs

Processing times for Canada’s Provincial Nominee Programs largely depend on whether or not the application has been submitted under an Express Entry-linked PNP stream, or one of the other streams not linked with Express Entry.

Applicants should expect a processing period for the initial application to the province, plus an additional processing period for the final application to the federal government for permanent residence.

Most provinces have brought their processing times down to a few months, or even weeks. For Express Entry-linked applications, the federal processing time remains for most applications is six months. Non-Express Entry linked applications, also called paper-based applications, usually take between 1-2 years to process at the federal stage.

There are two types of CELPIP tests: 

  • CELPIP General: The CELPIP general test evaluates 4 skills: Listening, Reading, Writing and Speaking. Each section will require you to first look at a prompt or case and then submit your answer. The CELPIP General testcan be taken at any authorised centre around the globe.
  • CELPIP General LS: The CELPIP General LStest evaluates 2 skills: Listening and Speaking. Both sections are the same as in the CELPIP General test. The CELPIP General LS test is only available at official test centres in Canada for citizenship applications.

How long is the CELPIP test?

The CELPIP General test is three (3) hours long. Each skill has an allocated time as follows:

  • Listening: 47 to 55 minutes
  • Reading: 55 to 60 minutes
  • Writing: 53 to 60 minutes
  • Speaking: 15 to 20 minutes

Be mindful of your time! The test duration of the session is the same for all the candidates, if you arrive late for your exam or you have to take a bathroom break, that time will be lost and won’t be reinstated under any circumstance.

The CELPIP General LS test is one (1) hour and ten (10) minutes long. The time allocated to each skill is the following:

  • Listening: 47 – 55 minutes
  • Speaking: 15 – 20 minutes 

Unlike other English exams like IELTS, for example, every CELPIP test is completed in one sitting.

Canada sees record-high job vacancies in the first quarter of 2022

High job vacancies coupled with low unemployment make for a tight labour market in Canada.

Job vacancies in Canada climbed to 957,500 in the first quarter, the highest quarterly number on record according to Statistics Canada.

The number of job vacancies has spiked by more than 72% representing about 401,900 positions compared to the first quarter of 2020. Job vacancies in Q1 2022 surpassed the previous record high numbers recorded in Q4 2021 by nearly 3%, representing 24,900 more vacant positions.

The health care and social assistance sector reached another all-time high at 136,800 vacancies. Labour shortages in this sector were high before the pandemic, but COVID-19 pushed up demand even further. Compared with the first quarter of 2020, vacancies rose nearly 91% (65,100 positions) in the first quarter of 2022.

The construction sector is also seeing record high numbers of vacancies. In Q1, Canadian construction employers were seeking to fill 81,500 vacant positions. Quarter-over-quarter, the construction sector saw an increase of over 7% (5,400 positions) from Q4, 2021.

Job vacancies are continuing on an upward trend in the manufacturing and retail trade sectors. Vacancies in manufacturing peaked at 87,400 last quarter, and retail trade employers were seeking 114,600 jobs.

There was little change in professional, scientific and technical services. Employers in this sector were looking to fill 68,800 positions, little changed from the record high reached last quarter.

Accommodation and food services had about 133,800 vacant positions in Q1. Despite the large number, it had actually decreased about 12% from the previous quarter.

On a national level, the unemployment to job vacancy ratio was 1.3 in the first quarter, down from 2.2 in the same quarter of 2020. Before the pandemic. This means the pool of unemployed workers has shrunk as job vacancies continue to grow.

The unemployment to job vacancy ratio also varied across Canadian provinces. While there was less than one unemployed person for every job vacancy in Quebec and British Columbia, there were almost four unemployed people for every vacancy in Newfoundland and Labrador. A lower ratio indicates a tighter labour market and possible labour shortages.

Canadian employers are facing significant hiring challenges. In the first quarter, there were nearly 34 newly hired employees for every 100 job vacancies. By comparison, in Q1 of last year, there were about 48 new hires for every 100 vacancies, and 82 in the first quarter of 2016 when comparable data first became available.

When looking at sectors with high demand, accommodation and food services employers hired about 23 new employees for every 100 vacancies. Health care and social assistance also hired about 23. Professional, scientific and technical services employers hired about 50.

Canada’s New NOC – How will it Impact Express Entry Eligibility

16 occupations will become eligible for Express Entry and three will become ineligible in November 2022.

Details of how the updated National Occupation Classification (NOC) system will affect Express Entry eligibility have been released.

NOC 2021 will come into effect in November 2022. A total of 16 occupations will become eligible for Express Entry, and three will become ineligible, according to an internal briefing memo.

Immigration, Refugees and Citizenship Canada (IRCC) currently uses NOC 2016 to determine the eligibility of occupations under its temporary and permanent residency programs. However, IRCC must switch to NOC 2021 starting in November as per Canadian law.

The NOC is managed by Employment and Social Development Canada (ESDC) and Statistics Canada, which revise the system every 10 years. NOC 2021 will introduce new terminology and a revised classification structure that will affect IRCC programs.

As a result of these changes, the following 16 occupations will become eligible under Express Entry:

  • Payroll administrators;
  • Dental assistants and dental laboratory assistants;
  • Nurse aides, orderlies and patient service associates;
  • Pharmacy technical assistants and pharmacy assistants;
  • Elementary and secondary school teacher assistants;
  • Sheriffs and bailiffs;
  • Correctional service officers;
  • By-law enforcement and other regulatory officers;
  • Estheticians, electrologists and related occupations;
  • Residential and commercial installers and servicers;
  • Pest controllers and fumigators;
  • Other repairers and servicers;
  • Transport truck drivers;
  • Bus drivers, subway operators and other transit operators;
  • Heavy equipment operators; and
  • Aircraft assemblers and aircraft assembly inspectors.

 

There will also be three occupations that will become ineligible, including:

  • other performers;
  • program leaders and instructors in recreation, sport and fitness; and
  • tailors, dressmakers, furriers and milliners.

These three occupations will remain eligible for programs with broader occupational eligibility criteria, such as some streams of the Provincial Nominee Program.

The major change to NOC 2021 is the current four-category “skill level” structure has been overhauled and replaced by a new six-category system. The new system outlines the level of Training, Education, Experience and Responsibilities (TEER) required to enter each occupation.

The previous NOC had four skill levels. NOC A represented job that tend to require university degrees, NOC B included jobs in the skilled trades or that require a college diploma, NOC C covered jobs that require intermediate skills or job-specific training, and NOC D was for labour jobs that require on-the-job training.

In September 2020, IRCC’s Executive Committee decided that the new TEER structure will be adopted as follows:

NOC 2021 will use a five-tier hierarchical system to classify occupations. Also, occupations will now have a five-digit codification system instead of the current four-digit system. The TEER system has six categories, 0, 1, 2, 3, 4, and 5.

TEER 0
  • Management occupations.
TEER 1
  • Completion of a university degree (bachelor’s, master’s or doctorate); or
  • Several years of experience in a specific occupation from TEER category 2 (when applicable).
TEER 2
  • Completion of a post-secondary education program of two to three years at community college, institute of technology or CÉGEP; or
  • Completion of an apprenticeship training program of two to five years; or
  • Occupations with supervisory or significant safety (police officers and firefighters) responsibilities; or
  • Several years of experience in a specific occupation from TEER category 3 (when applicable).
TEER 3
  • Completion of a post-secondary education program of less than two years at community college, institute of technology or CÉGEP; or
  • Apprenticeship training of less than 2 years; or
  • More than six months of on-the-job training, training courses or specific work experience with some secondary school education; or
  • Several years of experience in a specific occupation from TEER category 4 (when applicable).
TEER 4
  • Completion of secondary school; or
  • Several weeks of on-the-job training with some secondary school education; or
  • Several years of experience in a specific occupation from TEER category 5 (when applicable).
TEER 5
  • Short work demonstration and no formal educational requirements.

 

Statistics Canada explains there are two main reasons why the skill type model is being replaced by the TEER system. First, the TEER system aims to provide more clarity on the level of education and work experience required to work in an occupation. Second, the skill type model creates artificial categorizations between low- and high-skilled jobs. Implementing TEER is intended to give stakeholders a better sense of the skills required for each occupation.
