Canada’s tech sector is booming and needs labour to sustain its growth; for this reason, the Canadian government offers ample immigration options for tech workers that want to come to Canada.

Express Entry

Express Entry is a popular option for tech workers that want to settle permanently in Canada. Canada’s Express Entry system is responsible for welcoming about 110,000 newcomers each year.

Canada operates three main economic programs through the Express Entry system: Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST). The Federal Skilled Worker (FSW) program is ideal for tech workers with no previous work experience in Canada.

The Express Entry system requires submitting an online profile that is scored by Canada’s Comprehensive Ranking System (CRS). Candidates with CRS scores above the cut-off are invited to apply for permanent residence.

While the Express Entry system does not currently consider occupation when determining a candidate’s CRS score, the immigration minister recently hinted at moving toward occupation-based Express Entry draws. This would allow the federal government to select candidates based on specific labour market needs. Since there is a high demand for many tech occupations, this would be good news for tech professionals in the Express Entry pool.

In the meantime, provinces continue to invite tech workers directly from the Express Entry pool through Provincial Nominee Programs (PNPs).

Provincial Nominee Programs for Tech Workers

Provincial Nominee Programs (PNPs) have become an increasingly popular way for tech workers to immigrate to Canada. Many Canadian provinces offer nominee programs specific to those with experience in the tech industry. Some programs even invite candidates directly from the Express Entry pool to apply for nomination.

Here are three popular PNPs for tech workers overseas that want to settle permanently in Canada:

1. Ontario Human Capital Priorities Stream

Ontario’s Human Capital Priorities stream is a great immigration option for overseas tech workers that don’t have a Canadian job offer. The stream regularly holds targeted tech draws, where they invite tech workers directly from the Express Entry pool.

The challenge of this stream is that tech workers can’t apply without first being invited by the province. In each tech draw, Ontario selects a targeted CRS range to determine which candidates will receive a Notification of Interest (NOI). Those who receive an NOI may apply for nomination within 45 days of receiving the notification.

2. British Columbia PNP Tech

British Columbia’s PNP Tech program provides expedited application processing for candidates with a BC job offer in one of 27 prioritized tech occupations. To qualify, tech workers must be eligible under one of BC’s Skills Immigration streams. The benefit of this program is that it doesn’t require a Labour Market Impact Assessment (LMIA). Instead, the province of BC may issue a “letter of support” to successful nominees, which can be used to apply for a Canadian work permit. BC’s 27 prioritized tech occupations include,

3. Alberta Accelerated Tech Pathway

The Alberta Immigrant Nominee Program (AINP) offers an accelerated pathway to permanent residence for certain tech professionals with Alberta job offers. To be eligible under this program, candidates must have a job offer in one of 37 tech occupations, or with an employer in one of Alberta’s identified tech sectors.

This program operates through Alberta’s Express Entry stream. That means that candidates must be eligible for AINP’s Express Entry stream to apply under this pathway.

Like BC, Alberta’s Accelerated Tech Pathway offers letters of support to successful nominees that can be used to apply for a work permit in lieu of the lengthy LMIA process.

IT Professional Requirements in Canada

For most IT-related occupations, one must obtain a bachelor’s degree but some employers prefer a master’s degree in computer science, information science, or a related field. Most Canadian employers also want to see at least 3 years of IT experience, with 5 to 10 years of experience for higher-level positions.

Family Sponsorship Program

The Family Class Sponsorship Program reunites families by enabling adult permanent residents or citizens to sponsor a relative for immigration to Canada. To be eligible, the person seeking sponsorship must be a:

• Spouse, common-law or conjugal partner
• Dependent child
• Parent
• Grandparent
• Sibling, nephew, niece, or grandchild under 18 years who is unmarried and whose parents are deceased

Immigration, Refugees and Citizenship Canada (IRCC) has policies in place to address family separation. However, there are some conditions that affect foreign nationals’ ability to travel, even to see family.
All non-essential travelers to Canada are subject to coronavirus-related public health measures. When you get to the border, you will need to show a negative COVID-19 test. Before you visit family, you will need to quarantine for 14 days. There may be some flexibility for compassionate reasons, but otherwise you will have to demonstrate to a border officer that you have a quarantine plan. It should show where you will stay, and how you plan to get essential items such as food, groceries and medicine.
If you are travelling by plane, you will have to stay in a government-approved hotel while you wait on the results of a COVID-19 test. This could be up to three days, and the fees are not refundable.
Immigration to Canada during the Covid-19 Pandemic:

The person sponsored must live outside Canada, unless they are residing legally in Canada temporarily, for example with a work or study permit.
Canada is still accepting and processing family sponsorship applications.
 Family class immigration has been the least affected by the travel restrictions.
 Immediate family members of citizens and permanent residents are still allowed to enter the country, spousal and common-law sponsorship applications are being processed as usual, with IRCC allowing some flexibility in submitting incomplete applications.
 If you are traveling by air, you need to follow all airline requirements and pass a health check conducted by airlines before you’re allowed to board your flight. Anyone who shows symptoms of COVID-19 will not be allowed to enter Canada by air.
 When you arrive in Canada, they will assess your health before you leave the port of entry. You must have a plan to quarantine for 14 days when you arrive in Canada. This is mandatory, even if you have no symptoms. If you don’t have a plan, you should not travel to Canada.
 Only people who provide essential services, for example, truck drivers who regularly cross the border to maintain the flow of goods, are exempt from the quarantine requirements.
Here are some of the other conditions depending on your relation to your in-Canada relative, and their immigration status.

In a press conference on June 9, Canada’s Minister of Health, Patty Hajdu, announced that Canada will end the mandatory 14-day quarantine requirement for fully vaccinated travellers entering Canada, but there are important caveats. First, this will only apply to travellers who are “currently permitted to enter Canada.” This means that Canada’s borders remain closed to the vast majority of foreign nationals. Only those who meet one of the exemptions listed below will be able to enter the country.
Next, fully vaccinated travelers will still have to undergo some testing and quarantining. A negative PCR test taken within 72 hours pre-departure will still be required for travelers, and fully vaccinated travelers will have to take a COVID-19 test upon arrival in Canada. Fully vaccinated travelers will then have to remain in quarantine until receiving a negative result from their Day 1 test. Notably, fully vaccinated travelers can quarantine at a suitable location of their choosing — they will not be required to stay in a government-authorized hotel.

Finally, Canada aims to end the 14-day quarantine requirement for fully vaccinated travellers in early July. An exact date has not yet been set, and the implementation is dependent on Canada’s COVID-19 epidemiology continuing to improve. If cases and hospitalizations begin to rise, border measures might be extended further.

Notably, only those who have been vaccinated with one of the COVID-19 vaccines approved for use in Canada will qualify for the reduced quarantine measures. Currently, Canada has approved four COVID-19 vaccines: Pfizer-BioNTech, Moderna, AstraZeneca, and Johnson & Johnson. Travelers must have received their final dose at least two weeks prior to entering Canada.

A date and plan to re-open the Canada-U.S. border expected soon: According to reporting by Bloomberg, Canada is expected to announce a plan to re-open the border with the United States. This plan could be announced within days. It is expected that the border re-opening will be phased, first allowing entry by fully vaccinated travelers. Canada extends travel restrictions with all countries until at least June 21, 2021: In a tweet issued on May 20, 2021, Public Safety Minister Bill Blair announced the extension of Canada’s travel restrictions with all countries, including the United States (the U.S. restrictions are managed through a separate order). Restrictions are now in place until at least June 21, 2021.

How long can you stay in Canada with a study permit?

A study permit is usually valid for the length of your study program, plus an extra 90 days. The 90 days let you prepare to leave Canada or apply to extend your stay.

1. If you are taking prerequisite courses

If your school asks you to take courses before they accept you into the main program (you have conditional acceptance), your study permit will be valid for the length of those courses, plus 1 year. When you get accepted into the main program, you must then apply to extend your stay as a student.

2. If you finish your studies after your study permit expires

If you don’t finish your courses before the date on your permit, you must apply to extend your stay as a student. Incase if you don’t, you need to stop studying and leave Canada.

3. If you finish your studies before your study permit expires

If you finish your studies early, your permit will stop being valid 90 days after you complete your studies, no matter what day is printed on the study permit.

Prerequisites to apply for study permit:

  • Should be enrolled at a designated learning institution (DLI)
  • Prove that you have enough money to pay for your:
    • Tuition fees
    • Living expenses for yourself and any family members who come with you to Canada and
    • Return transportation for yourself and any family members who come with you to Canada
  • Obey the law, have no criminal record and get a police certificate (if required)
  • You are in good health and get a medical exam (if required)
  • Prove to an officer that you will leave Canada when your study permit expires

Working while you study in Canada

If you like to get a part-time job to help support yourself while studying in Canada, you can now qualify to work on or off-campus for up to 20 hours during university semesters and full-time during breaks such as the winter or summer holidays, without the need for a work permit.

To qualify, you must:

  • Have a valid study permit
  • Be a full-time student
  • Enrolled at a designated learning institution at post-secondary level or, in Quebec, a vocational program at secondary level
  • Studying in an academic, vocational or professional training program that leads to a degree, diploma or certificate that is at least six months in duration.

You will also need a Social Insurance Number (SIN) from Service Canada to work in Canada or to receive benefits and services from government programs.

Study permit will become invalid 90 days after you have completed your study program, so you will need to acquire a post-graduation work permit if you want to stay in Canada after your studies and seek work. This is valid for three years.

Let’s get started, what is a CRS score?

Canada’s Express Entry immigration system is competitive. Only the candidates with the highest Comprehensive Ranking System (CRS) scores receive invitations to apply for permanent resident status.

The CRS is a points-based system that is used to assess and score your profile and rank it in the Express Entry pool. Below are the points to look after:

  • Second Language: You can claim points for both English and French under the CRS. If you are capable in both languages, make sure that you take an approved language test in both English and French to ensure that you’re getting as many points as possible.

  • Retake your Language Test: If you haven’t maximized your approved language test scores, then this option could be the key to you getting a competitive CRS score.
  • Gain more work experience: If you are working outside Canada but have less than three years of full-time (or equivalent part-time) experience, keep working! While this work won’t bring points under the human capital factors, it is nonetheless rewarded in the skills transferability combinations.
  • Complete another educational program: This is definitely a long-term strategy for improving your CRS score. Regardless, gaining more education can result in a much higher CRS score. Not only do you receive CRS points for your level of education, education is an important component of the skill transferability factors section of the CRS.
  • Get a Canadian Job Offer: While the value of a qualifying job offer with respect to your CRS score is not as great as it once was — in most cases, down to 50 CRS points from a previous value of 600 points — obtaining a job offer remains an important factor.

How Safe is Canada for Immigrants

But for every job offer that a foreign worker is willing to accept, it requires an approved LMIA to ensure the protection of the local labor market.

Foreigners who come to work under the Temporary Foreign Worker Program can work in the country for up to one year. With the proposed work permit foreign workers can arrive at a new job after working for another employer with only a few months left in their work permit before it expires.

Eligibility Criteria

There are specific requirements you need to meet while applying for your work permit.

But regardless of where you apply or which type of work permit you apply for, you must

  • Prove to an officer that you will leave Canada when your work permit expires
  • Show that you have enough money to take care of yourself and your family members during your stay in Canada and to return home
  • Obey the law and have no record of criminal activity
  • Not plan to work for an employer listed with the status “ineligible” on the list of employers who failed to comply with the conditions
  • Give the officer any other documents they ask for to prove you can enter the country

Process and Procedure

The process for obtaining a Canadian work permit varies greatly depending on which type of work permit a person is applying. For example, an international student studying in Canada will often times be automatically issued authorization to work part-time as part of their study permit authorization.

Most closed work permit applications require that a foreign national has an official job offer from a Canadian employer which is supported by a Labour Market Impact Assessment (LMIA). Even those who are LMIA-exempt or exempt from requiring a work permit should be aware of the unique documentation they need to prepare in order to ensure they are granted entry to Canada. There are two general pathways for obtaining a Canadian work permit: a closed work permit and an open work permit.

You will get an approval letter that says you’re allowed to work in Canada. This letter is called the port of entry letter of introduction.

You should bring this letter with you when you travel to Canada and present it at the port of entry. This letter is not your work permit.

You will only get your work permit at the port of entry the day you arrive in Canada.

IRCC has released the details of Canada’s Immigration level plans for the year 2021. Canada Aims to welcome 401,000 new permanent residents in 2021 (this is the highest levels in Canada’s immigration history) and increase the numbers in next 2 years as well.

This news came in late October 2020. However, the recent progress is a sign that Canada is moving towards it’s target of 401,000 and chances are good that Canada will see the required number of migrants moving into the country.

What makes us feel so?

Marco Mendicino (Minister of Immigration, Refugees and Citizenship – Canada) Said that 26,600 new permanent residents were admitted in 2021 January.

“Canada is innovating immigration during the pandemic to accelerate our economic recovery and reunite more families,” tweeted Immigration Minister Marco Mendicino in early December.

Express entry draw which took place on 13th Feb 2021 issued a whooping 27,332 invitations. This is the highest ever in Canada’s immigration history.

These are clear indications of Canada’s intention to increase the migration intake.

Canada is maintaining high levels of immigration to offset the negative economic and fiscal impacts of its aging population and low birth rate.

Canada has one of the world’s oldest populations, with nearly 18 per cent of its population being age 65 and over. It also has one of the world’s lowest birth rates at 1.47 births per woman. As such, Canada will face challenges growing its economy and supporting government spending in the future. Happy Waitangi Day to all New Zealanders!

 

 

Waitangi Day is New Zealand’s national day. It is a holiday held annually on February 6th to commemorate the signing of the Treaty of Waitangi – New Zealand’s founding document – on February 6th 1840.

The Treaty made New Zealand a part of the British Empire, guaranteed Māori rights to their land and gave Māori the rights of British citizens.

The treaty was signed in Waitangi, a town in the Bay of Islands, by a group of Maori chiefs and the British Government, as represented by Lieutenant-Governor Hobson.

The day was first officially commemorated in 1934 and in 1957, Waitangi Day was proposed as a public holiday by the New Zealand Labour Party in their party manifesto. After Labour won the election they were reluctant to create a new public holiday. Instead, the Waitangi Day Act was passed in 1960 which made it possible for a local region to substitute Waitangi Day as an alternative to an existing public holiday.

The Treaty governs the relationship between Māori – the tangata whenua (indigenous people) – and everyone else, and ensures the rights of both Māori and Pakeha (non-Māori) are protected. It does that by:

  • Accepting that Māori iwi (tribes) have the right to organize themselves, protect their way of life and to control the resources they own
  • Requiring the Government to act reasonably and in good faith towards Māori
  • Making the Government responsible for helping to address grievances
  • Establishing equality and the principle that all New Zealanders are equal under the law.

The Māori language – Te Reo – is now an official language alongside English and New Zealand Sign Language. Increasingly, the names of places and organisations (particularly government departments) are written in both English and Māori. You will hear Te Reo all around you, including on television and radio and in the workplace.

Prime Minister Jacinda Ardern helps cook breakfast on the national holiday, which celebrates the signing of the treaty of Waitangi on 6 February 1840 by Māori chiefs and the British Crown.

This years Dawn Service was a little different from previous years, due to concerns around Covid-19. Around 2500 people joined the service which was held outside the Whare Runanga on the marae atea at the Waitangi Treaty Grounds. There were a lower than expected number of attendees at the dawn service this year, but it was filled with karakia, korero, and katakata. So what is the significance of the timing of such as service – why is it held at dawn? We spoke to the Bishop of Te Taitokerau, the Right Reverand Te Kitohi Pikaahu.
